Analysis of the Reform of Universal Healthcare Programme

In almost every country, the universal healthcare systems face problems that were predictable even long ago based on theoretical research and accumulated experience. Moreover, trend of increasing budget and reducing access is observed in both poor and rich countries. The steps and decisions made for eliminating these problems, at best, only postponed the crisis of the system and did not change the main trend.  

The reforms planned by the Georgian government, which largely repeat the international experience, will not improve the system. Moreover, additional risks are expected to arise and existing problems would be worsened.
